The Division of Taxation will be mailing applications for the 2010 homestead benefit shortly. Applications will be mailed over the next 3 weeks to all eligible homeowners. The deadline for filing these applications is October 31, 2011.

Governor Signs Tax Reform Bills:

S-2753 will phase in a single sales factor allocation formula which will determine the portion of a company's income subject to state Corporate Business Tax. The new law will eliminate property and payroll as factors, and base the CBT solely on sales.

S-2754 will give small businesses whose owners pay their taxes through personal income tax (S Corps, LLCs, etc.) the ability to carryforward net operating losses over 20 years. This provision is phased in over five years. The bill also phases in a change which allows businesses to offset gains and losses from one category of income to another.
